Location
The New York State Office of Mental Health (OMH) is committed to implementing and sustaining evidence-based practices and created the Center for Practice Innovations (CPI) to provide technical assistance in the implementation of evidence-based practices. The CPI was the vision of Dr. Robert Myers, Senior Deputy Commissioner and Division Director for Adult Services at OMH.The CPI is housed within the New York State Psychiatric Institute (NYSPI), Division of Mental Health Services and Policy Research, so that it can effectively link the science (research and expertise of NYSPI/Columbia University) to real world settings (consumers, families, providers, agencies, and communities).
The Center for Practice Innovations (CPI), established in November 2007 (see June 2008 press release), was designed to assist OMH in promoting the widespread use of evidence-based practices throughout the state. The CPI uses innovative approaches to build stakeholder collaborations, develop and maintain practitioners’ expertise, and build agency infrastructures that support implementing and sustaining evidence-based practices. The CPI works with OMH to identify and involve consumer, family, provider, and scientific/academic organizations as partners in supporting the goals of OMH and the CPI.
Designed as a “virtual” office, the CPI works with multiple partners and utilizes Web-based resources including an events calendar, online training registration, downloadable materials, e-learning, message boards, and list serves. Agencies participating in various OMH initiatives also have access to their performance data through a secure site.

Goals
The Center for Practice Innovations (CPI) supports the New York State Office of Mental Health’s mission to promote the widespread availability of evidence-based practices to improve mental health services, ensure accountability, and promote recovery-oriented outcomes for consumers and families. The CPI serves as a key resource to OMH by spreading those practices identified by OMH as most critical to accomplish OMH’s system-transformation initiatives.
The CPI's three primary goals are:
- Promote the widespread availability of mental health evidence-based practices in New York State.
- Promote innovations related to emerging promising practices, cultural adaptations and organizational change approaches that support the implementation of quality services for individuals with serious mental health problems.
- Create informational and educational resources for the general public as well as users and providers of mental health services.
Values
In all its work, the CPI is informed and guided by core values and principles of recovery including choice, self-determination, transparency, shared decision making, person-centeredness and hopefulness. These values also guide the relationships among stakeholders and partners committed to quality and excellence.
Funding
The CPI is funded by the New York State Office of Mental Health through the Research Foundation for Mental Hygiene.

Key Functions
The CPI has six major functions:
- Building awareness, partnership, and consensus
The CPI will engage providers, local mental health authorities, consumers, agency leadership, practitioners, academic institutions, communities, and other stakeholders as partners in promoting the adoption, implementation, and sustainability of evidence-based practices in the service delivery system.
- Assisting provider agencies in making organizational changes
The CPI will use organizational change methodologies to support provider agencies in implementing and sustaining evidence-based practices. The CPI will utilize cost-effective methodologies with widespread impact, such as the Learning Collaboratives, and provide technical assistance in planning, implementing, and evaluating strategies and outcomes associated with evidence-based practices. The CPI will also develop performance indicators (in partnership with OMH), aggregate data, provide benchmark feedback to agencies, and assist agencies in using data to monitor their performance and make continual improvements. .
- Supporting leadership to implement and sustain change
The CPI will use organizational change methodologies to support agency leadership and staff in sustaining evidence-based practices. The CPI will provide technical assistance to executive, managerial, and supervisory leadership with practical strategies to facilitate the adoption of evidence-based practices and their sustained use. The CPI will utilize leadership forums as well as materials, web-based tools, and communications that support a climate of change.
- Developing clinical staff and supervisory competence
The CPI will assist provider agencies in building and sustaining specific evidence-based practice skills as well as core competencies that will be useful for a range of evidence-based practices. Training and other supports will be provided about recovery and cultural competency.
- Promoting culturally relevant adaptations
The CPI will assist OMH in adapting evidence-based practices in ways that recognize how cultural perspectives influence the engagement process and the degree to which a practice is perceived as accessible and appropriate. Key principles and practices related to implementing and sustaining culturally competent practices will be embedded in all training, information, and supports provided to provider agencies.
- Evaluating consumer and organizational outcomes, and intervention and implementation fidelity
The CPI will evaluate consumer outcomes, staff competencies, and performance. The CPI will also evaluate implementation of specific evidence-based practices and implementation strategies, including the benefits and costs associated with them.

The New York State Psychiatric Institute is located at 1051 Riverside Drive, between 165th and 169th Street. NYSPI can also be entered through the Kolb Annex Building, located at 40 Haven Avenue and 168th Street. You must have photo identification to enter NYSPI. There is no parking available at NYSPI. A parking garage is located at Ft. Washington and 165th Street.
